What is a controlled substance?

All substances which are in some manner regulated under existing federal law into one of five schedules. Controlled substance schedules ordered at CSU: 2, 2N, 3, 3N, 4, or 5 defined by the US Drug Enforcement Administration Drug Schedules .

Why are DEA registrations important for individual stakeholders at CSU?

Individual DEA registrations were mandated by the DEA in 2014 to ensure that each person is responsible and accountable for drugs used in their research at CSU per DEA audit requirements. DEA registration is required to order controlled substances.

How do you order a controlled substance?

1) Create a purchase requisition or use Shop Catalog for suppliers like Sigma Aldrich and MWI.

2) Type the line item(s) including item type, quantity, UOM, catalog, and product description, including concentration amount (i.e. mL, cc).

3) Use Object Code 6230 for all controlled substances for appropriate work flow approval to EHS and Procurement Services.

4) Attach a written vendor quote if needed, and select “YES” from the Notes and Attachments tab under the “send to vendor” drop down feature.

5) Attach a PDF copy of the researcher/P.I.’s DEA registration in the Notes and Attachments tab to the vendor . The vendor requires the registration attachment to fill the order.

Are the PI/researcher DEA registration forms secured?

If you support controlled substance/pharmaceutical requests for one or more researchers in your department, then keep the registration forms in a secured location that can be accessed for attachment to the order request.

The researcher and their admin support team will need to keep current copies on hand as DEA registrations are only valid for 12 months, and then require a renewal. Orders cannot be filled by a vendor with an expired DEA registration copy.

How are controlled substances ordered for the Veterinary Pharmacy?

Procurement Services performs a Veterinary Pharmacy bid annually. Contact Procurement Services for a copy of the annual controlled substance bid pricing. All CSU departments with valid DEA registration can order from the bid which includes multiple vendor awards.

How does delivery communication on campus take place?

The Purchasing Agent will email Central Receiving, EHS and the department after the purchase order is issued notifying all parties about the order.

How should departments store controlled substances after receiving?

Authorized recipients must promptly store controlled substances in a secure location.
